     It is according to how the cages and restraints are used. There are many people with love and empathy — and many who have taken cruelty beyond the levels that our 4-footed companions would ever do.

   tbh i wish i can let my dogs run free everywhere but there are laws

     Laws can change. I lived during a time when dogs routinely ran free and I never had a problem with dogs. Almost being abducted by a human? Yes. My dogs have a few acres to run around in and a fence to keep the 2-footed monsters out of our yard. 🙂
